Competition Summer School for Chinese Officials

The Competition Summer School for Chinese Officials took place between 2nd and 13th July 2018 at the College of Europe in Bruges, Belgium. The Chinese State Administration for Market Regulation (SAMR) sent 24 officials to attend the summer school on competition law and enforcement practices of the EU.

Staying at the College of Europe campus, the officials received an intensive 10-day training course from leading academics and practitioners to deepen their knowledge of EU competition law and policy, covering both general principles and practical application. The lectures covered a wide range of topics, including the institutional framework, the importance of economic analysis, horizontal and vertical restraints, abusive conduct, merger control and state aid control. A specific focus was placed on market definitions, competition law in the context of technology transfer and big data, merger remedies and EU enforcement practices. To ensure a comprehensive understanding and encourage interaction, the lecturers alternated theoretical lessons with analysis of recent cases and examples.

On 10 July, the Chinese officials joined their counterparts from India, Japan, Korea and the ASEAN Member States for a day visit to the European Commission Directorate-General for Competition in Brussels. Officials from DG Competition and the General Court of the European Union introduced the officials to DG Competition, the European Competition Network, the Court of Justice of the EU and EU policy on merger review, state aid and antitrust and cartel enforcement. The closing remarks were delivered by Mr. Johannes Laitenberger, Director-General at DG Competition.

All 24 officials successfully completed the Competition Summer School and received their certificate during the official closing ceremony on 13 July.

  • Lectures will cover all areas of competition law, including procedures, restrictive agreements, cartels, abuse of dominance, mergers, State Owned Enterprises and State Aid. The programme for the Competition Summer School will be available on the website in due course.

  • The programme includes a one-day excursion to the European Commission Directorate-General for Competition in Brussels.
