Competition Summer School for Officials from the ASEAN Member States
The Competition Summer School for Officials from the ASEAN Member States took place between 9th and 20th July 2018 at the College of Europe in Bruges, Belgium. The summer school was attended by 1 official from the ASEAN Secretariat, 3 officials from the Indonesian Competition Commission (KPPU), 1 official from the Malaysia Competition Commission (MyCC), 3 officials from the Philippine Competition Commission (PCC), 3 officials from the Competition and Consumer Commission of Singapore (CCCS), 1 official from the Office of Trade Competition Commission Thailand and 2 officials from the Vietnam Competition Authority.
At the College of Europe campus, the officials followed an intensive 10-day training course designed to deepen their knowledge and understanding of EU competition law and policy. Leading academics and practitioners introduced a wide range of topics, including the institutional framework, economic analysis, horizontal and vertical restraints, abusive conduct and merger control. Focussing specifically on competition policy and its challenges in the context of ASEAN, the programme focused also on economic and non-economic goals of competition law, decentralised application and enforcement of EU competition law and the coexistence of EU and national regimes. The lectures combined theory with practical experience in the form of recent cases and examples, which encouraged class discussions on approaches and experiences within their jurisdictions.
On 10 July, the officials joined their counterparts from China, India, Japan and Korea for a day visit to the European Directorate-General for Competition in Brussels. Officials from DG Competition and the General Court of the European Union introduced the officials to DG Competition, the European Competition Network, the Court of Justice of the EU and EU policy on merger review, state aid and antitrust and cartel enforcement. The closing remarks were delivered by Mr. Johannes Laitenberger, Director-General at DG Competition.
All 14 officials successfully completed the Competition Summer School and received their certificates during the official closing ceremony on 20 July.
